Job Summary

In association with appropriate County, State, and Federal organizations, prepare and exercise disaster response plans that will be used in the event of a natural or man-made disaster; conduct public awareness campaigns regarding potential disasters and how to survive them; respond to disasters as required in the disaster response plans.

Key Responsibilities

  1. Prepare and exercise the Racine Comprehensive Emergency Management Plan and Hazardous Materials Emergency Response plan and Off-Site Facility Plans.
  2. Assist in coordinating and evaluating fire drills in County owned buildings.
  3. Assist in recruiting and training volunteers to assist in carrying out the disaster response plans.
  4. Assist in conducting public awareness campaigns that provide information to help the public survive a natural or man-made disaster.
  5. Respond to disasters as required.
  6. Open channels of communication with tornado spotters, the National Weather Service and first responders during periods of severe weather.
  7. All other job duties as assigned.
Supervision Received: General direction received from the Emergency Management Coordinator.

Qualifications

  • Experience, in the area of emergency management, preferred.
  • Training and/or experience in NIMS and ICS.
  • Must be available to respond to emergency sites within Racine County on a 24-hour basis.
  • Prompt and regular attendance.
  • After date of hire, complete the Professional Development Series offered by the Federal Emergency Management Agency, Wisconsin Emergency Management Basic and Professional certification and/or IAEM’s Certified Emergency Manager.
*Or any equivalent combination, training and experience, which provides the requisite knowledge, skills and abilities.

Knowledge Skills & Abilities

  • Ability to work both independently and collaboratively.
  • Ability to make sound judgment and decisions during emergencies or stressful situations.
  • Working knowledge of specialized emergency management computer software, database, spreadsheet and word processing programs.
  • Ability to plan, organize, and effectively present ideas, concepts, recommendations and presentations.
  • Ability to communicate effectively both orally and in writing.
