Job Summary

To supervise the Initial Assessment (IA) unit who receive reports of child abuse/neglect, conduct initial assessments and provide services to the court; receive and document reports of alleged child maltreatment from the community; identify families that the Child Protective Service system must respond to; and determine the urgency of the response time.

Key Responsibilities

  1. Screen child protective service and child welfare reports received under the guidelines of State statute and the State's Access and Initial Assessment Standards.
  2. Provide information to both mandatory reporters and the community regarding the role and responsibility of this Department as it pertains to the statutes as well as the Standards.
  3. Provide consultation to referring staff.
  4. Ensure minimum coverage in the Initial Assessment Unit.
  5. Ensure staff meets minimum training requirements as set by departmental policy.
  6. Assist with the onboarding and training of new staff.
  7. Ensure reports are received from and sent to other counties/states efficiently and accurately.
  8. Review all initial assessments and recommendations by IA workers and approve decisions about the filing of court petitions in the area of child abuse and neglect.
  9. Ensure that all assessments are completed within the timeframe given by State statute.
  10. Review and edit all work being submitted to the Court, i.e. initial assessments, petitions, court reports, reviews and approval of authorizations.
  11. Represent agency as necessary in court and fair hearings.
  12. After-hours on-call for night/weekend staff on a rotating schedule.
  13. Maintain records.
  14. Recommend policies and create procedures.
  15. Maintain current and accurate statistics.
  16. Any other duties as assigned.

Supervision Received
Receives supervision from the Youth & Family Operations Manager.

Supervision Exercised
Supervises the Y&F Case Managers in the Initial Assessment unit.

Qualifications

  • Bachelor's degree in a Human Services field (child development, criminal justice, educational psychology, vocational rehabilitation, guidance and counseling, psychology, social welfare, social work, or sociology).
  • Three (3) years full-time experience as a Social Worker/Case Manager. Experience shall include the following: assessment/service plan development, case plan implementation, use of community resources, applying a variety of social service laws, providing services, conducting investigations, initiating court actions, and acting as a petitioner in court.
  • Have and maintain a valid Wisconsin driver's license.
  • Prompt and regular attendance.
  • *Or any equivalent combination of education, training and experience, which provides the requisite knowledge, skills and abilities.

Knowledge Skills & Abilities

  • Experience in the child protective service field.
  • Working knowledge of Wisconsin State Statutes, Chapters 51, 48, 938, 55 and 54, as well as the State's Child Protective Services Access and Initial Assessment Standards.
  • Ability to respond to crisis and to make appropriate judgments as to resolutions.
  • Ability to deliver concise oral and written reports.
  • Ability to work well with other agencies.
  • Knowledge of community resources.
  • Experience and/or training in Access and Initial Assessment Standards.
  • Ability to work a flexible schedule as needed for after call hours.
