Job Summary

Responsible for the development and implementation of a comprehensive emergency management program designed to prepare for, respond to, and recover from the effects of natural, technological, weapons of mass destruction (WMD) or public health hazards which impact Racine County residents. In association with appropriate County, State and Federal organizations, prepare and exercise disaster response plans that will be used in the event of a natural or man-made disaster; conduct public awareness campaigns regarding potential disasters and how to survive them; respond to disasters as required in the disaster response plans.

Key Responsibilities

  1. Coordinates homeland security/emergency management activities and programs for the County. Assists and coordinates with County, city, village and town elected officials and emergency management stakeholders.
  2. Develops and coordinates programs and activities necessary for the implementation and administration of the Superfund Amendment and Reauthorization Act (SARA), also known as Emergency Planning & Community Right To Know Act (EPCRA) and provides technical assistance to business and industry in complying with EPCRA requirements.
  3. Coordinate NIMS compliance and reporting activities required to achieve and maintain NIMS compliance. Also provide guidance to county and municipal agencies as well as emergency response disciplines.
  4. Develops and promulgates Emergency Management Plans and coordinates emergency drills and exercises for the purpose of testing emergency plans and procedures, and for the promotion of inter-departmental cooperation, and cooperation between municipal, state, regional, and federal agencies, as well as private industry and citizens groups.
  5. Meets with elected officials to promote emergency preparedness programs and serves as a liaison to towns and municipalities to assist in developing emergency operation plans and integrates such plans with the County plan.
  6. Serves as a representative of the County to professional groups, community organizations, and the general public on emergency management issues and as the County Executive's liaison to County fire and police agencies and conducts presentations to promote education and awareness of emergency management services.
  7. Coordinates and administers an on-going grant program by preparing applications and submitting reports to provide Racine County with any funding available to support the various emergency management programs and prepares and submits an annual work plan and required reports to the state.
  8. Recommends the annual budget and prepares an annual report on emergency management programs.
  9. Coordinate, recruit, support, and supervise Office of Emergency Management volunteers, including Deputy EM Coordinators.
  10. Promotes, directs, and arranges emergency management training for local officials, emergency management coordinators, EOC staff and volunteers, local first responders, county employees, and other constituents as required.
  11. Develops and maintains ongoing programs of public awareness/information to promote education and awareness of emergency management and EPCRA. Interacts with the media as directed.
  12. Maintains a functioning 24-hour emergency operations center (EOC) and activates EOC as directed. Serves as EOC manager and chief advisor to the County Executive during declared emergencies.
  13. On call 24/7 to respond to emergencies. Alerts appropriate local, state and federal agencies of actual emergencies or disasters and coordinates the response and recovery operations of local government and support agencies before, during and after an emergency or disaster.
  14. Determines the need for state or federal financial assistance after a disaster and coordinates the damage assessment process; and assists County jurisdictions with the preparation of federal disaster project applications and administration of disaster declarations.
  15. Performs other duties as required.

Supervision Exercised Has functional supervisory responsibility for deputy coordinators and military mobilization augmentees. Administrative supervision for clerical staff.

Qualifications

  • Graduation from a recognized college or university with a bachelor's degree in emergency management, public safety, public administration, or a closely related field (preferred).
  • Four (4) years’ of progressively responsible experience in the area of emergency management.
  • After date of hire, complete the Professional Development Series offered by the Federal Emergency Management Agency, Wisconsin Emergency Management Basic and Professional certification and/or IAEM’s Certified Emergency Manager.
  • Must possess a valid Wisconsin driver's license.
  • Position is on call at all times to respond to emergencies, meetings, and events as needed.
  • Prompt and regular attendance.
