POSITION PURPOSE:
 
The purpose of this position is to perform engineering technician tasks related to street, sewer, shore protection, and construction under the City Engineer's direction for the City of Racine.

 

ESSENTIAL DUTIES:

  • Serves as rodman, chainman, and instrument man, as required, on a survey party engaged in construction staking as well as acquiring or providing data necessary for the work performed under the direction of the City Engineer and Staff Engineers.
  • Works independently, when required, in conducting necessary fieldwork investigations such as measurements and locations as required by the engineer or supervisor.
  • Inspects construction projects in progress or may instruct Engineering Aide or temporary field inspector personnel.
  • Prepares drawings and construction plans from survey field notes and existing maps and records using both conventional and the latest in CADD (computer-aided drafting/design) software and techniques, materials, and equipment.
  • Collects data for departmental projects using field notebook computer. Processes and analyzes data with database software on host computer.
  • Compiles field data and information on file into reports as required.
  • Performs technical calculations, as required, in the performance of drafting duties and other office work.
  • Creates and maintains information files on a personal computer. Indexes, records, and files drawings and other documents for future reference.
  • Assists IT in the preparation of assessment drawings for public hearings as required.
  • Maintains a consistent and reliable attendance record.

 
ASSOCIATED DUTIES:
Performs related duties as assigned.

 

MINIMUM QUALIFICATIONS:

  • Associate degree or equivalent in Civil Engineering Technology or related field. Experience as an Engineering Aide or Technician in a civil engineering related organization preferred.
  • Valid Wisconsin motor vehicle operator's license required or able to obtain within six months.


KNOWLEDGE, SKILLS AND ABILITIES:

  • Applied knowledge of MS-WINDOWS. Ability to effectively operate computer hardware, software, plotters, and printers.
  • Experience with AutoCAD or equivalent software, AutoCAD drafting and Civil 3D experience in civil engineering profession or equivalent preferred.
  • Familiarity with ArcInfo or other GIS software would be beneficial.
  • Ability to operate and maintain survey equipment and thoroughly understand principles of surveying.
  • Ability to use drafting equipment and apply standards in the preparation of neat and accurate drawings.
  • Ability to analyze and categorize data and information in order to determine the relationship of the data with reference to established criteria/standards.
  • Ability to compare, count, differentiate, measure and/or sort data, as well as assemble, copy and record, and transcribe data and information. Ability to classify, compute and tabulate data.
  • Ability to advise and interpret how to apply policies, procedures and standards to specific situations.
  • Ability to operate, maneuver and/or steer equipment and machinery requiring simple but continuous adjustments, such as surveying equipment, motor vehicles, drafting instruments, computer keyboard/typewriter, calculator, duplicating equipment and telephone.
  • Ability to utilize a wide variety of descriptive data and information, such as field notes, blueprints, non-routine correspondence and general operating manuals.
  • Ability to communicate effectively with contractors, City personnel, and the general public.
  • Ability to understand and accurately follow both oral and written instructions.
  • Ability to calculate percentages, fractions, decimals, volumes, and ratios.
  • Ability to use functional reasoning and apply rational judgment in performing diversified work activities.
  • Ability to exercise the judgment, decisiveness and creativity required in situations involving the evaluation of information against sensory and/or judgmental criteria.

 

PHYSICAL DEMANDS OF THE POSITION:

  • Ability to coordinate eyes, hands, feet and limbs in performing semi-skilled movements such as drafting and assembling.
  • Ability to exert moderate physical effort in surveying and construction inspection work, typically involving some combination of climbing and balancing, stooping, kneeling, crouching, crawling, lifting, pounding, carrying, pushing, and pulling.
  • Ability to recognize and identify degrees of similarities or differences between characteristics of colors, forms, sounds and odors associated with job-related objects, materials and tasks.

 
ENVIRONMENTAL/WORKING CONDITIONS OF THE POSITION:
Ability to work under moderately safe and comfortable conditions where exposure to environmental factors such as toxic agents and machinery poses a minor risk of injury.
 
EQUIPMENT USED:
Survey equipment such as Total Station, Robotic Station, Theodolite, Data Collector, transit, level, and chain, motor vehicles, drafting instruments, computer keyboard/typewriter, calculator, duplicating equipment, printers, plotters and telephone.
